Actually, its based on their nitro AND how much they help. Just because someone has a killer nitro doesn't mean they should be nominated if they contribute nothing to the forum - and vice versa! Looking for the best overall user. You can nominate a user who helps out a bunch - even if they're nitro has little to no mods on it!
