tried expander both ways. Cant see why it should differ depending on which side it’s mounted on. The rotation is the same. If possible , explain the reason for me.
3 clicks , can force it to 5 clicks

because thats the way the workshop manual says,
the arrows on the brake housing and the arrows on the expander should point in the same direction, arrows point up for left side down for right side,

I know what the manuals says but I can not find any reason for why that's the way.
The rotation of the drums is the same and should be affected the same way independent on what side it is.
In my world brakes works as follows with floating brake shoes.
If direction is forward , when the top brakesho hits the drum it creates a movement in the rotational direction and affect the lower brake sho until in stops and creates friction.
The expander affects both brake shoes independent on how it is mounted , up or down.
Just curious why the mounting of expenders differs

because Right wheel turns clockwise and Left wheel turns anticlockwise when car is in forward motion

I have finally solved my problem with the e-brake.
As I wrote before everything was replaced like rotors , pads and expanders but what I did not replace was the set of springs. I could not believe that the spring was so important even if they seems OK. Must have been slack but impossible to notice. So if anyone of you ends up in the same situation , don't be greedy , replace the springs as well.
From now I have full lock when applying the e-brake , even when driving.
