Electronic throttle control light is on and temperature gauge not moving from cold

I have this same issue with my 2010 town & country. The radiator fan will run as soon as I turn on the vehicle, only when the ETC light is on at start up. The temp gauge stays on cold when the ETC light is on. I have a check engine light on for high voltage on thermostat and an O2 sensor. In the last 6 months it's been to my mechanic and a dealership, they have replaced the thermostat 4 times with OE and aftermarket parts, coolant temp sensor once, I've cleaned the throttle body. I can get the ETC light to go out temporarily if I start the vehicle with my foot on the accelerator. I've also recalibrated the throttle body. Codes have been cleared each time it goes into the shop. All of these things have "fixed" the issue, but only temporarily, and when they return, they become more and more frequent. There has to be something about these things that causes them to occur at the same time. What was the official outcome?
