Is a paint method that apples a paint with electrical charge and then its heated, it creates a very durable paint finish
yes it is, but you have to be painting a metal. the 20" rims that are stock on the RT are plastic coated. there are other threads about those here!

I've read here that the glue that holds the plastic chrome overs to the aluminum (they are aluminum, right?) wheels. Then these could be cleaned up and powdercoated. I wonder if they could do a blue tinge to the powdercoat? That would look so sick!!!

Yep, the specs do say that they are aluminium cast. Anyone has a photo of these wheels without the plastic cladding? Or you can have the claddings painted - cheap and easy.
