How to: Adjust emergency brake tension.
I had the same issue and it turned out to be the ratchet mechanism. They ordered it for me after they tried to replace the cable and all is well now. Just have them order the whole assembly. A 6 year old could pull mine all the way up and now it is great
If it is not this issue. See below.
In the parking brake picture, it appears that there is a standar star-adjust wheel on the brake shoes.
Does this mean I can use my usual brake adjusting tool on this?
No need, Thanks to NitroTech's post

I took a close look at the Pic. and noticed that the Nitro's emergency brake is self adjusting.
Mine was only holding on the last click as well, so I did a little testing and this is what I came up with and it worked like a charm!!!
1. Find a place with just enough of a slope, that when your rig is in neutral, it will roll backward. ( I used a parking lot with a drain in it.)
2. Point your car with the front facing up hill.
3. Apply your brake pedal. Place your transmission in neutral.
4. Grasp your emergency brake handle, depress and hold the release button.
5. Take your foot off the brake pedal and let the car roll backward down the hill. (You do not have to be rolling fast.)
6. As you are rolling backward pull the emergency brake handle up fast and hard, push it back down, and repeat. (You have to depress and hold the release button while you are doing this and the vehicle must continue to roll.)
I gained about 1 click on the emergency brake for every 2 pull & release sequences.
CAUTION!!! Do not do this to the point that your emergency brake engages prior to the 4th click. This could cause the brake pads to rub. Decreasing fuel mileage and life expectancy of the pad. Also, if the brake pads drag while driving, they can generate so much heat, that it could actually cause a fire.
DO THE ABOVE AT YOUR OWN RISK.
