Stupid question but does that mean before or after Jan 22?
Also, did that effect all models?

It means all vehicles built up to Jan 22nd. So all vehicles prior to that date.

But if your TIPM has been "replaced" (in May)does that mean you don't or do still need it reprogramed?

Guess that depends on whether or not the TIP module was built on or before Jan 22, 2007.
