So, we took in our 2011 Nitro for the TSB service on our radio months ago, they told me my vin was not on the list and would not do it. Now since we are over 35,000 miles, they want me to pay $100.00 deductible on my extended warranty. Why isn't this covered by Chrysler??

No TSB is covered unless you are still under warranty. They are not issues that present a direct safety hazard to the owner or the vehicle, so they are done at your discretion.
They are not the same as a recall.

A lot of TSB are VIN specific. A dealer will only do them, under warranty/or not, if your VIN is within the list.
Sometimes doing a Programing TSB on a rig that is not on the "VIN" list can actually cause harm to the rig, for which the dealer would be held liable...
If your VIN is not in the list, then sometimes you can paid to have it done, if the dealer deems that it will not cause problems.

It is possible they have updated the VIN list since your initial visit/question about this TSB.
If the VIN list is still the same, your VIN was on the list, and you have a record of your initial request to have this TSB done, with the dealer refusing to do it... Then you can take it to Dodge Corporate to get this taken care of.

ScarO...We think alike! Being a owner of a Chrysler Prowler, I have many personal friends that were or are corporate officials.
Had a problem at a dealership with the prowler once, shortly after the problem the dealership lost there 5 star rating.
Guess I can hope the TSB has been done on the new Nitro we are getting next week. :)
