Damn there got to be a law for things like that! UP to 30 HP ?!?! from a flat piece of metal that is installed on your air intake??? WOW I need to make something up like this and make a lot of money!!

Actually it says "the Hurricane can increase gas mileage by up to 30% and improve horsepower 20 to 30 horsepower".

Tricky wording, for sure. And anyone who falls for it, deserves it.
